Not really, most people will use their "sick day" to stay home. However, if they still want to get there paycheck, then they will have to go to work. Even the mail carriers have to walk in this stuff. Good luck

Sure! Emergency Service workers and the Sanitation Department. ConEd should be out there too fixing lines. It's actually a good day to work since it will be slow then take another day off that you can actually enjoy. Store owners have to also show up and remove snow from their sidewalk or get a $350 ticket. If not, hire someone to do it.

Yes, they take the trains or subways, they are always running

Of course, if people don't go to work, there wouldn't bus not train running, or mail delivery.
